Belarus 5G Rollout: Minsk 2025 to Nationwide Coverage by 2034

In the near future, the Belarusian capital will make a significant technological leap. Already in 2025, the first 5G network coverage zones will appear in Minsk, marking the start of a large-scale project to deploy next-generation technologies throughout the country. The process of rolling out modern communications infrastructure is planned to span a decade and will take place in several phases, gradually reaching all regions of Belarus.

Phased Deployment: From the Capital to the Regions

On April 1, 2025, Decree No. 139 was signed, regulating the implementation of the investment project for 5G technology deployment in Belarus. According to information provided by First Deputy Minister of Communications and Informatization Pavel Tkach, the network rollout will be carried out in four stages:
  1. First Stage (2025–2027): Ensure 70% coverage of Minsk’s territory within two years. This year, the capital will see the first experimental zones with access to the 5G network.
  2. Second Stage (by 2028): Expand coverage to regional centers, achieving 70% coverage of their territories within three years.
  3. Third Stage (by 2030): Increase coverage to 99% in Minsk, regional centers, and settlements with populations exceeding 50,000. This stage is allotted five years for implementation.
  4. Final Stage (by 2034): Provide 5G network access to 99% of Belarus’s population.
It is worth noting that the project timelines may be adjusted. According to Pavel Tkach, if the technology proves highly in demand among the public and businesses, the government will consider accelerated deployment.

Advantages of 5G Technology and Application Prospects

The fifth-generation network offers several significant benefits compared to previous technologies:
  • High data transfer speeds, far exceeding 4G capabilities
  • Minimal signal latency, which is critical for certain applications
  • Ability to connect a large number of devices simultaneously per unit area
These characteristics open new opportunities for the development of various economic sectors. According to experts, the greatest benefits from 5G implementation will be seen in transport and logistics. In particular, this technology is a prerequisite for the mass deployment of autonomous vehicles. It is possible that in the near future, autonomous taxis and buses will be operating on the streets of Minsk. In addition to the transport sector, 5G technology will find wide application in:
  • Healthcare: telemedicine, remote surgeries, real-time patient monitoring
  • Agriculture: process automation, precision farming, remote equipment control
  • Industry: Internet of Things, smart manufacturing, robotics

Current State of Mobile Communications in Belarus

While preparations for 5G deployment are underway, the development of the 4G network continues in the country. Over the past year, more than 400 new base stations have been commissioned, and by the end of 2025, over 1,500 more are planned to be built. Today, the 4G network covers 83% of Belarus’s territory, providing access to modern communication services for over 99% of the population. This technology handles more than 80% of all mobile traffic in the country. Meanwhile, 3G technology, though still in use, no longer fully meets the growing needs of users.

Project Implementation

According to Decree No. 139, the operator responsible for creating the 5G network in Belarus is Belarusian Cloud Technologies LLC (beCloud). To ensure the successful execution of this large-scale project, the company has been granted a range of incentives and preferences for the next 10 years. The implementation of 5G technology will be an important step in the digital transformation of Belarus’s economy, contributing to an improved quality of life for citizens and the competitiveness of Belarusian enterprises on the international market. Residents of Minsk are particularly fortunate—they will be able to experience the advantages of the new technology this year, becoming the first users of the next-generation network in the country.
